(Name)

Article 1 The Council will be named gShimizu Port Typhoon & Tsunami Response Councilh (hereafter, gCouncilh).

(Objective)

Article 2 The Council will deliberate and enact the necessary measures to prevent marine accidents due to typhoons (including
extremely developed
‚„epressions hereafter)@and tsunamis at Shimizu port, and to secure the safety of ships.

(Membership)

Article 3 Membership will be comprised of administrative organs, corporate entities and other organizations related to Shimizu port,
as indicated in Appendix 1

(Officers)

Article 4 The Council will have one President and one Vice-President.

      @ 2 The Shimizu Maritime Safety Agency Director will serve as the Council President and the Shizuoka Prefecture Shimizu

(Secretariat)

Article 5 The Secretariat of the Council will be placed at the Shimizu Maritime Safety Agency.

(Deliberations)
Article 6 Deliberations will take place in a general assembly and committees.

Article 9 The President shall submit recommendations to the Captain of the Port Shimizu based on the results of the deliberations stated
in the previous article.
@@@‚Q@Members shall comply with notices and warnings announced by the@Captain of the ‚oort Shimizu and enact measures to
@@@@ prevent marine accidents from typhoons and tsunamis.

@@@@@@ actions shall be taken accordingly.

@@@@@@ gCountermeasures against typhoon (including extremely developed depression)h shall be followed.

iMaintaining report and communication systemj

Article 10 The President, in order to ensure that members receive an accurate and timely notice and warnig of the
@Captain of the
Port Shimizu, shall conduct reporting via telephone, FAX, or E-mail according to the measures outlined in Appendix 5,
gShimizu Port
Typhoon & Tsunami Response Council Communication System.
h  In the event of an emergency, notification to ships may also take
place via VHF.


@@@‚Q@Members shall inform to the president if their contact information changes.
@@@‚R@The President shall conduct an occasional trainings for communication.

iSupplementary rulej

Article 11 In addition to what has been proscribed in these by-laws, the President may, with membersf approval, proscribe additional
items regarding the management of the Council. 

@@@‚Q@In the event that a revision to the by-laws becomes necessary, said revision shall be approved by a majority of present members
@@@@@at a general assembly meeting in which at least 2/3 of members including proxy, are present.

@Supplementary provision
@@‚P@By-laws are in effect from March 24, 2005.

The Shimizu Port Typhoon Response Council By-laws (December 1, 1981) are abolished.
